My Classroom Had Tiers Too
When I taught high school in northern Zambia, I kept getting handed the worst-behaved classes. By the end of each term, they were the best in the school. People ask how, and the answer was never one big trick.
It was triage. I'd sort out what each class actually needed. Some needed structure and strict rules. Some just needed someone to notice they were struggling. Most needed nothing more than steady, consistent teaching.
The EU AI Act thinks the same way. Banned practices get the strict rules. High-risk systems get close attention. Most AI just needs steady, honest operation.
Different needs, different responses. Attention is a resource, so spend it where the need is greatest. That's not just regulation. That's teaching.
